Why is there no bus route between Victoria Peak & Stanley?

A direct bus service from Victoria Peak to Stanley on Hong Kong Island via Deep Water Bay and Repulse Bay would be EPIC!

This issue has been bothering me since 2010 when I got into the Private Tour Business in Hong Kong and for 15 years I have been waiting for someone to take the initiative and introduce a direct bus route (double decker) between Victoria Peak and Stanley on the scenic South Side of Hong Kong Island.

As you can see above, there are plenty of options to get to Victoria Peak and Stanley but NO actual bus connection between the 2 locations on Hong Kong Island.
I vaguely recall that there was a minibus route from Stanley to Victoria Peak a long time ago but this route cries out for a double decker bus either open top (like the Big Bus Co and the Citybus Hop On Hop Off bus) or closed like regular public transport, the views from upstairs are amazing on any of these routes.
Yes, I have basically also sent the same message to the Big Bus Company, they have nailed the Hop On Hop Off bus market in Hong Kong, the routes they have are very popular but I am not sure why they are not running a route directly to Victoria Peak which would be a huge money spinner given that anywhere from 7 million to 10 or even possibly 12 million people visit Victoria Peak every year (and that is a conservative figure) and ergo if they had a route from Victoria Peak to Stanley, then WOW!
Currently the Big Bus Company takes tourists to the Peak Tram Station in Central Business District and not to Victoria Peak, I am pretty sure that the route that takes in Aberdeen, Deep Water Bay, Repulse Bay and Stanley is there most popular route.
I am pretty sure the Big Bus Co. will ignore me as they probably see Private Tour Guides as competition, I find it hard to believe that they have not considered this proposed route option, I am betting it would become by far their most popular route.
Which is why I contacted Citybus who at least had the courtesy to respond to my message.
Citybus have routes direct to Victoria Peak and to Stanley, I use them frequently and my guests have always loved the bus ride and now Citybus has entered the Hop On Hop Off market in a big way to compete directly with the Big Bus Company so I actually think that Citybus will introduce this route, it makes logical commercial sense, the route is pretty easy and straightforward and they already serve both destination, they just need a route to join them directly!
I found it interesting that Citybus use the phrase “passenger demand” well I know Hong Kong Tourism and for this route they have at least 7 - 10 million potential clients a year, that is the rough figure of people who visit Victoria Peak, which they serve with the No. 15 route, they have 3 routes to Stanley, the 6, 6X and 260 and I can tell you (having used these routes for decades) that they are always full, I doubt a route from Victoria Peak to Stanley would cannibalise existing route passenger loads.
I do NOT like taking a taxi or Uber from Victoria Peak to Stanley as it is very expensive and frankly the views on the way are magnificent from the upper deck of the bus.. it beggars belief that there is no direct route.
I cannot imagine the Government would have an issue with Citybus and a new route as they already serve both locations, the great thing about buses (public transport) in Hong Kong is they go almost everywhere. In my email to Citybus I mention that you can do this new route but you would have to get off the bus and walk to another bus stop, this is not really an option.
So there you go, now we wait and see and hope that Citybus do the right thing, the Big Bus Company, who knows what they will do but I am not holding my breath.
